That depends on what hardware and software you are trying to consolidation. All the major independent hardware vendors (IHVs) offer consolidation tools and services -- from IBM, Dell, HP, to SUN. A lot of the major virtualization vendors do as well, such as VMware. Just check your "local listings" the vendors you generally use, and you're sure to find they will be more than happy to help you plan your project.
Why are there not more 3rd party tools? Well, because consolidation projects largely boil down to implementation. There is a lot of planning to be sure, but the hardware and software specifications of what you are trying to consolidate on are very important.
