If you run VirtualCenter on a virtual machine that is within a cluster and the ESX host fails, will VMware HA migrate the VirtualCenter server to a new ESX host?

No. VMware HA will restart the VirtualCenter virtual machine on a new ESX host, but HA does not migrate anything. It restarts virtual machines from a powered-off state on a new ESX host.
